Permits & Fees

Certain permits & licenses, by ordinance, are not fulfilled through specific departments, and are instead the direct responsibility of the Office of the Mayor.

  • Flea Markets (defined in Niles Codified Ordinance 741.02)
    • Sale of second-hand goods or crafts.
    • License Fee
      • $25 per weekday
      • $25 per weekend (Saturday + Sunday)
  • Transient Vendors (defined in Niles Codified Ordinance 741.02)
    • A temporary business for sale of goods or services (flowers; Halloween stores)
    • License Fee
      • $100 application
      • $25 per week
  • Street Vending (defined in Niles Codified Ordinance 741.03)
    • Selling items from a vehicle or a cart (ice cream; hot dog cart)
    • License Fee
      • $20 per week
      • $35 per month (8 – 31 days)
      • $75 per year (32 – 365 days)
  • Charitable or Commercial Solicitors
    • Commercial Solicitors (Niles Codified Ordinance 745)
      • Sale of goods or services anywhere in the City, including door-to-door (security systems; lawn care)
      • License Fee
        • $100.00 per each 120 day period
        • Renewal up to two 120 day periods
      • Application must be fully completed and submitted to the City
      • Solicitation hours are limited from 9AM-5PM, Monday to Saturday
        • NO solicitation on Sunday’s or Legal Holiday’s
        • Licensees shall honor “No Solicitating” or “No Trespassing” signs
      • All Solicitors must be registered with the City of Niles
        • 1st Offense failure to register or abide by NCO 754
          • $250 fine and/or 30 days imprisonment
        • 2nd Offense failure to register or abide by NCO 754
          • $500 fine and/or 6 months imprisonment
  • Charitable Solicitors (defined in Niles Codified Ordinance 745.03)
    • Soliciting of funds or donations anywhere in the City, including door-to-door (tag day)

    • Permits are not transferable and may be revoked for misconduct, false representation or fraud. Permits do not endorse or recommend the product being sold by the solicitor. They are only permission to solicit within the City of Niles, Ohio. Permission to solicit at shopping malls, stores, or shopping plaza must be obtained from the owners, since these areas are private property.
    • The Mayor maintains the right to waive any and all fees
  • Condition of Approval
    • All other permits that might be needed shall be obtained by applicant prior to the start of the solicitation. In the City of Niles there will be no door to door solicitation after dusk if by appointment.
  • Permits do not constitute an endorsement by the City of Niles, or by any of its departments, officers or employees, of the purpose of persons conducting this solicitation; nor does it authorize the conduct of any event or activity prohibited by law.

    • Upon approval, a permit is issued with a unique number, and is non-transferable.
    • Block party permits are valid only on the specified date, void afterwards, and should be returned once they are expired.
